Eleven foreign bankers at Shanghai have telegraphed to diplomatic body renewing representations as to gravity of situation caused by anti-opium legislation infringing treaty obligations. Stocks at Shanghai, Hong Kong, and on the way to China amount to 29,000 chests, approximate value 10,000,000., of which the greater part is advanced by bankers.
